The National road transport electronic storage and data exchange system (NSCP) forms part of the digital infrastructure of the Republic of Croatia. It does not introduce new administrative obligations nor does it alter the content of the data that has been used in the transport sector for decades. Instead, it changes only the way this data is exchanged.

Through Regulation (EU) 2020/1056 on electronic freight transport information (eFTI), the European Commission has established a clear technological roadmap. From 9 July 2027, all competent authorities in EU Member States will be required to accept freight transport information in electronic format. NSCP ensures that the Republic of Croatia is technically prepared to participate in this common European network.

The National road transport electronic storage and data exchange system consists of the following components:

  • eFTI Portal

  • Access Point for Competent Authorities (AAP)

  • Competent Authorities Authorisation Registry

  • Identifier Registry and Discovery Mechanism

  • User Application

The National road transport electronic storage and data exchange system (NSCP) provides for:

  • the establishment, hosting, development, availability, monitoring, updating and maintenance of the system components, as well as the security of regulatory information exchanged through the system;

  • interoperability and connectivity with all other eFTI portals and certified eFTI platforms, in accordance with the technical specifications and rules laid down in the implementing and delegated acts adopted under Regulation (EU) 2020/1056;

  • access for competent authorities to regulatory information through the Access Point for Competent Authorities (AAP), in accordance with the rules governing data access and exchange, including authentication, identification and authorisation requirements;

  • the exchange of regulatory information and messages through an interoperable solution, in accordance with the technical specifications governing data exchange between eFTI platforms and competent authorities set out in Commission Implementing Regulation (EU) 2024/1942;

  • secure mechanisms for the receipt, storage, retrieval and verification of public keys and electronic certificates used by certified eFTI platforms connected to the National System;

  • logging and monitoring access to regulatory information, in accordance with traceability and security requirements.

Development Path and Funding

Launched under the National Recovery and Resilience Plan (NRRP), the NSCP project aims to accelerate the digital transformation of the transport sector.
